The inaugural Cook County Behavioral Health Summit, held on February 15, 2024, brought together 800 behavioral health providers, community organizations, government agencies, advocates, and residents from across Cook County to help shape a shared vision for the future of behavioral health.
The insights and priorities identified during the Summit informed the development of the Cook County Regional Behavioral Health Strategic Plan and the Behavioral Health Framework, which continue to guide the Office of Behavioral Health's work to strengthen behavioral health across Cook County.
Behavioral Health Framework
The 2024 Summit introduced a Behavioral Health Framework centered on four essential components of a comprehensive behavioral health system:

Prevention & Early Intervention
Prevention and early intervention services, no matter diagnosis or health status, especially among children and adolescents.

Care, Treatment, Support & Recovery
Access to culturally and linguistically responsive care, treatment, and recovery support no matter where they live in the region.

Crisis Assessment, Treatment & Linkage to Care
Behavioral health crisis care in their community, and people have access to someone to talk to, someone to respond to, and somewhere to go for treatment and support.

Individuals are supported in the community with person-centered services and address Health-Related Social Needs
