About the Hub
The Cook County Behavioral Health Apprenticeship and Retention Hub is a countywide collaborative advancing innovative workforce solutions to strengthen the behavioral health workforce across Cook County.
Convened by the Cook County Health Office of Behavioral Health, the Hub brings together behavioral health providers, healthcare organizations, education and training institutions, workforce development partners, government agencies, philanthropic organizations, and community partners to build sustainable career pathways, strengthen workforce recruitment and retention, and expand access to high-quality behavioral health services.
Together, we are building sustainable career pathways, expanding employer-driven registered apprenticeships, strengthening workforce recruitment and retention, and increasing access to high-quality behavioral health services for Cook County residents.
The Challenge
Behavioral health workforce shortages remain one of the greatest barriers to expanding access to mental health and substance use disorder services.
Today, Cook County needs 50% more behavioral health professionals, or approximately 15,000 additional workers, to meet the behavioral health needs of its residents.
Critical positions, including Certified Recovery Support Specialists, Certified Alcohol and Drug Counselors, Mobile Crisis Responders, Case Managers, Professional Counselors, and Social Workers, remain difficult to fill.
Meeting this challenge requires more than individual hiring efforts. It requires coordinated leadership, cross-sector collaboration, and innovative workforce strategies that strengthen recruitment, retention, and career advancement while expanding access to behavioral health careers.
Our Solution
As a countywide behavioral health workforce collaborative, the Hub brings partners together to:
Expand employer-driven registered apprenticeships.
Strengthen partnerships among employers, education and training institutions, workforce development agencies, and community organizations.
Develop accessible and sustainable career pathways into behavioral health professions.
Increase recruitment, retention, and career advancement opportunities.
Align public and private investments to strengthen the behavioral health workforce.
Share promising practices and scale innovative workforce solutions across Cook County.

Track 1: Entry Into Behavioral Health Careers
For individuals interested in entering or advancing in the behavioral health field. The primary focus for new entrants will be SNAP recipients who are required to meet work requirements to maintain benefits in Cook County.
1. Behavioral Health Pre-Apprenticeship
A 40-hour course designed to prepare individuals for success in the apprenticeship program. The course includes:
Career exploration
Job shadowing
Workplace essential skills
Behavioral health knowledge
2. Behavioral Health Apprenticeship
A one- to two-year registered apprenticeship program with one of the Hub’s partner employers. The apprenticeship includes:
W-2 employment
Tuition for related instruction
Mentorship and on-the-job training
Care management and supportive services
3. Journeyworker Employment With Industry-Recognized Credential
Continued full-time employment earning approximately $40,000 to $60,000, with benefits, in roles including:
Certified Peer Recovery Specialist
Certified Alcohol and Drug Counselor
Mobile Crisis Responder
Case Manager
COMING SOON - Track 2: Advancement Up the Behavioral Health Career Ladder
For individuals currently employed in entry-level roles earning between $40,000 and $60,000 who are interested in becoming licensed clinicians. Participants will be current employees of Hub partners.
1. Employer Selection and Sponsorship
Participating employers identify qualified, interested employees to participate in the licensed clinician apprenticeship program.
Employers commit to providing apprentices with:
Flexible schedules
Internship opportunities
Mentorship
Support throughout the two- to three-year program
2. Master’s-Level Education
Apprentices enroll in master’s degree programs and are offered 0% interest, no-fee private education loans to cover tuition costs.
Upon completion of a two- or three-year master’s program, apprentices may receive promotions and earn approximately $70,000 to $90,000 in roles including:
Licensed Social Worker (LSW)
Licensed Professional Counselor (LPC)
3. Journeyworker Employment
Employers provide the 3,000 supervision hours required by the Illinois Credentialing Board (ICB), allowing clinicians to practice independently in roles including:
Licensed Clinical Social Worker (LCSW)
Licensed Professional Clinical Counselor (LPCC)
Loan repayments made through the Community Behavioral Health Care Professional Loan Repayment Program are returned to the fund and used to support tuition for the next cohort.
